Answer
A civil servant has to deal with different types of people and situations. The solution of each problem depends on the facts of each case. Therefore, civil servants must use the most optimum method to provide the most efficient and effective solution, which needs creativity and innovation.
For example, if a police officer has to solve a criminal case, he must find a creative way to gather evidence and solve each case by applying innovative techniques. A traditional approach to solving a criminal case is to pick up the suspects and interrogate them, often using the third degree to extract the confessions. However, such methods are illegal, and the cases often fail to stand the scrutiny of law. However, a creative public officer may instead use innovative methods like CCTV footage, call records, or location to zero in the criminals. They sometimes lay a trap to induce the criminal to commit the crime again to collect evidence and catch them red-handed and make a foolproof case. (166 words)
